The following is the finalized version 1 of the TPC (Transhuman Policy Center) guidelines, the TPC is currently looking at paper submissions as well as policy strategy and road map planning.  Let us know if you want to help admin@transhumanity.net :

The mission of the Transhumanist Policy Center (TPC) is to provide nonpartisan guidance to the public, policy makers and electoral candidates on issues that affect legislation. TPC aims to safeguard the efficacy of scientific fact, empirical research, and critical thinking regarding documented material and shared information within the political sphere.

The Guidelines for the TPC are:

  1. All Review Board Members must not be currently holding any political office or running for office or otherwise active in politics where ‘active’ refers to roles such as political appointees, party employee or other strongly paid partisan roles or major campaign contributors; however, this does not preclude personal participation in lobbying for a position, advisory roles or initiative and political donations and other support for ones convictions.
  2. Board Members, either Review Board or Associate Board, are expected to resign if they run for political office.
  3. More than 6 abstentions due to non-communication constitutes resignation from the Review Board or Associate Review Board without prior notice that the member would be unavailable.
  4. All Review Board or Associate Review Board Memberships are set by appointment.
  5. All Review Board Members will be publicly listed on the Review Board Site or by other public notice.
  6. The Policy Center Chairman organizes all voting, site operations, public posting and executes these guidelines in an open and accessible manner to the rest of the board.
  7. The Policy Center must be a nonpartisan organization where no single political party is supported but where ‘policies’ and actions are the subject of Policy Positions and never a given party or candidate.
  8. Review Board approval constitutes at least 2/3’s majority of the review board voting for a given post.
  9. Official Policy Briefs are the ‘official’ opinion of the Review Board and thus need to be held to a high standard for authorization, as such they will require approval with no more than 1 abstention and 1 vote against.
  10. All Official Policy Briefs pending vote by the Review Board are open to public comment for 1 week prior to voting. All Official posts made on either the TPC site or affiliated sites will remain open to public comment with censorship only based on offensive material as determined by a vote of the Review Board.
  11. Papers and Policy Briefs written by Associate or Review Board Members are prioritized and are voted on first over external paper submissions.
  12. Policy Center Review Board Members are expected to vote their conscience with the Policy Center mission in mind.
  13. There will exist a notification list where anyone regardless of being a member of the public or associated with any other organization can sign up to receive email notifications that a policy is up for review or comment or when it is voted on, vote complete notifications and other notices as might be found appropriate by the Review Board
  14. There will be an Associate Review Board that is used to filter all papers submitted from outside the main or associate review board.
  15. Associate Review Board members must approve by a simple majority vote for those papers to be submitted to the Review Board for public comment and final review.

 

To better illustrate how these guidelines should work here is an example.

The TPC has a submission email on the web site. Essays or papers are submitted via email. Submitted essays are sent to the Associate Board to review. If the submission is rejected by the Associate Board, that is the end of it. If accepted by the Associate Board then the submissions are posted to the site as upcoming votes and are open to comment in the form of online comments. Associate Board members are able to submit comments on a given post at this time. After one week, an email is sent to the Review Board and they vote yes or no on the essay, article or white paper. The Review Board members may attach comments or dissenting opinions to the post. If the paper is rejected, that is the end of it. If the paper is accepted by 2/3’s or better of the Review Board then it is approved, published on the site as an accepted paper, the author is notified and emails are sent out to the notification list. A public relations office may be selected to-do other communication activities with the essay or paper. If the vote was 100% then the work is considered certified and otherwise follows the same chain of activities.
